My understanding: the state takes $950 million of our tax money and redistributes it to the localities to subsidize the revenue that they lost due to a lowered car tax rate. So while I pay less car tax to my county, I&#039;m still paying (theoretically) more in taxes to the state to support my county, in a roundabout way.

Do I have that right, or am I mistaken about how this works?</description>
